Strengthening Taiwan-Indonesian Cooperation on Protecting Migrant Fishers’ Rights: Ministry of Indonesian Migrant Workers Protection Visits Taiwan Fisheries Agency to Deepen Bilateral Collaboration

On October 29, 2025, the Ministry of Indonesian Migrant Workers Protection (KP2MI) conducted an official visit to Taiwan’s Fisheries Agency. This visit marked the first formal delegation since KP2MI’s establishment last year. The Indonesian delegation, led by Mr. Mocharom Ashadi, Secretary of the Directorate General for Indonesian Migrant Workers Placement, held comprehensive discussions with representatives of the Taiwan Fisheries Agency regarding the management of Indonesian migrant fishers working on board Taiwanese distant water fishing vessels, as well as the enhancement of bilateral cooperation mechanisms.
Director-General of the Taiwan Fisheries Agency, Wang Mao-Cheng, emphasized the valuable contributions of Indonesian fishers to Taiwan’s distant water fisheries and reaffirmed Taiwan’s commitment to safeguarding the rights and welfare of migrant fishers. He underscored the importance of sustained official cooperation in order to further enhance and protect the rights of Indonesian fishers employed on Taiwanese distant water fishing vessels.
Secretary Ashadi highly commended Taiwan’s efforts to protect the rights and welfare of migrant fishers, particularly praising the Fisheries Agency’s achievements, such as the Crew Hall at Qianzhen Fishing Port and various onshore facilities, which demonstrate the Taiwanese government’s commitment to the welfare of migrant fishers. These facilities, including showers, rest and prayer rooms, free Wi-Fi, and accommodation, provide a comfortable environment for migrant fishers returning from distant water fishing operations. Secretary Ashadi noted that such measures not only improve working conditions but also enable Indonesian fishers to work with peace of mind and live with dignity while staying in Taiwan.
In addition, Secretary Ashadi indicated that Taiwan’s distant water fisheries provide important employment opportunities for Indonesian fishers. He emphasized that the Indonesian government will prioritize cooperation with Taiwan in the fisheries labor sector to strengthen communication and jointly enhance measures for the protection and management of the rights of migrant fishers.
During the meeting, both sides discussed various topics related to cooperation and the enhancement of migrant fishers’ welfare, including data exchange, cooperation frameworks, fishers’ rights and welfare, and onshore facilities.
The Taiwan Fisheries Agency and KP2MI reached a consensus to maintain communication through the Indonesian Economic and Trade Office in Taipei (IETO) to promote bilateral cooperation and work toward signing a memorandum of understanding (MOU). The Taiwan Fisheries Agency stated that the Agency will continue consultations with KP2MI on cooperation initiatives to ensure that Indonesian fishers working on Taiwan’s distant water fishing vessels receive more comprehensive protection.
